bridge, and the traffic continues to move along pretty well as you drive through there. no major problems. as you drive on the san mateo bridge, that traffic looks good. no problems on the dunbar ton bridge as you head over towards the peninsula. through livermore and pleasanton it's looking good into castro valley with just a little bit of slow traffic for construction. nothing major on 880, 238 or 982. 4:31 let's go back to the desk. happening today, supervisors in sonoma county are expected to create a special task force on officer involved shootings. this comes in response to the deadly shooting of 13-year-old andy lopez in santa rosa in october. ktvu's alex savidge joins us now from santa rosa with more on what's happening today. >> reporter: later on this morning the sonoma county board of supervisors will begin assigning that task force which will be made up of members of the public and law enforcement. it's a 21-member panel that

will come up with an independent review process for officer involved shootings. some of the options could be a citizen review board or an independent citizen auditor. under the current system, the district attorney investigates officer involved shootings and decides if a crime was committed and then a grand jury reviews those findings. but anger over the deadly shooting of andy lopez in october prompted calls for change. investigators say sheriff's deputy eric yellhouse shot and killed the 13-year-old after mistaking the teen's airsoft bb gun for a real ak-47. lopez's family has filed a civil rights lawsuit against the deputy and the department claiming that shooting was unjustified. the santa rosa police department in the meantime is still investigating, and this county board of supervisors meeting will begin later on this morning at 8:30, and that's when they will take up this issue over the task force. it's a community and law enforcement task force that again will be appointed later on today here in santa rosa.

live this morning in santa rosa, alex savidge ktvu channel 2 news. thank you. new this morning, police have tracked down a teenage boy who escaped from san fransisco's juvenile detention center. officers took the 17-year-old boy into custody on treasure island late last night. several hours after his escape. there's no word on why the boy was in juvenile hall or exactly how officers found him. this morning emergency crews in idaho hope to resume the search for a san jose pilot and his four passengers. air traffic controllers lost contact with their plane sunday as the pilot was attempting to land at a remote airstrip in the idaho wilderness. now this is beech bonanza is the kind of plane. it's owned by south bay pilot, dale smith. they reported engine trouble during a flight from oregon to montana. heavy snow in idaho hampered the search efforts. the idaho national guard plans to resume that search this morning weather permitting.

time now 4:33. in sacramento county, the search continues for a missing couple who disappeared during a thanksgiving fishing trip. 54-year-old and his wife went fishing on thursday. their boat was found running near the rio vista bridge with freshly cut fish and several life jackets still on board. yesterday crews spent several hours walking the banks and searching the water but no sign of the couple. >> the water temperature is 54 degrees, and it's very difficult for people to survive in water temperatures that cold. . >> the couple's son says his father took his boat out every week. investigates say they have no reason to suspect foul play. a fire in vallejo that sent a firefighter to the hospital and left two dozen people without a place to live is under investigation this morning. according to the times herald. fire broke out sunday morning at the marina heights apartment complex on carolina street.

a firefighter sustained second degree burns while trying to bring that fire under control. the fire is being called suspicious and firefighters say it appears the unit was burglarized before the fire broke out. investigators say the fire happened at the same complex where a 26-year-old man was shot to death. police don't believe the two incidents are related. all over the bay area, cold weather shelters are opening up to provide extra beds for the homeless as the temperature drops. ehc started its cold weather shelter program in santa clara county last night. the program offers an additional 225 beds at shelters in sunnyvale, san jose and gilroy during the winter months. those who work with the homeless say that doesn't come close to meeting the need however. >> each night there are about 7600 people who are homeless in santa clara county. year round we have about 1200 available shelter beds. this adds another 225 but there's still thousands of people homeless on the streets each night. >> in addition to the beds, the

shelters also offer two hot meals and once a week a medical van comes around to offer services. san fransisco police have made an arrest in the deadly shooting of a young daly city man trying to sell a popular video game console. police have identified the suspect as 21-year-old ronny collins. he's accused of killing 22-year- old ekena waka. the two had met on a street corner to discuss the sale of a sony play station 4 the victim had advertised online. the victim's father said his son often made sales on the street. . >> he does that all the time. he does buy the electronics and sales and police have charged the suspect with murder and attempted robbery. investigators have not revealed a motive in the killing. people living on treasure island will meet to hear details of a major cleanup effort that will force them from their homes. people in two dozen homes are

being moved temporarily while the navy cleans up chemicals found in the soil. those residents will likely be moved to other housing on the island and will move out in phases starting in april. the navy says that despite the chemical cleanup, treasure island is a safe place to live. it could be as late as 2020 before all toxic waste is cleaned up from the island. a fight posted on youtube has led to a discussion about ways to stop violence and bullying in west contra costa schools. last night students, parents and school board members attended a public meeting in richland. the school district called the meeting after a fight at hercules high school between three girls and a transgender student was posted online. jewels, the student in the video went to last night's meeting. the fight started because of gutierrez's gender identification. >> i just kind of like enough is enough. you could stretch a rubber band so far and then it would just snap. >> school board member charles ramsey also spoke at last

night's meeting. he says having more open discussions is one way the board can help stop bullying and sexual harassment in schools. a theft at the construction site of apple's new spaceship headquarters, 56-year-old glen cartwright was arrested saturday night. he's accused of stealing copper pipes and wiring from the future site of the apple 2 campus. now police say a k-9 search of the campus led to the suspect who refused to come out of hiding. the police dog actually bit him. cartwright was then treated and released into police custody. he has since posted bail. he is charged with burglary and possession of burglary tools. apple is trying to become more social with the purchase of a san fransisco company called top sy that analyzes social media. the deal is reportedly worth $200 million. no comment from apple and what it plans to do with topsy. some analysts say it could

provide realtime information for siri or itunes raid you. president obama has scheduled a news conference today where he will highlight people who have been helped by his health reform law. the president's news conference comes a day after the team in charge of fixing the healthcare.gov web site says it has worked out most of the bugs. the president will talk about the provisions of the affordable care act such as preventing denial due to preexisting conditions. he'll be joined by americans who the white house says have benefited from the new law. meantime covered california has launched an online insurance exchange for small businesses. employers with no more than 50 full-time workers are eligible for the program. they're not required to enroll and canned in advice workers to find insurance through the covered california site for individuals and families. but by signing up some small businesses could qualify for federal tax credits. a south bay high school is being recognized as one of the best in the country. saratoga high school was ranked number 81 on news week's top

rethink possible. . welcome back to the ktvu channel 2 morning news. federal investigators have released new information about this weekend's deadly train derailment in new york city. four people were killed. dozens of others injured in the crash in the bronx sunday morning. the ntsb says the commuter

train that flew off the tracks was going more than twice the safe speed limit as it entered the curve. >> the train was traveling at approximately 82 miles per hour as it went into a 30 miles an hour curve. >> why then was the train going so fast? >> that's the question we need to answer. >> it is still not clear if human error or mechanical trouble caused that deadly crash. there are new reports the crash that killed actor paul walker may have been caused by a mechanical failure. vin diesel made a crash at -- stop at the crash site. walker was riding in a porsche carrera gt. the car may have been leaking steering fluid. the car slammed into a tree and a street lamp and burst into flames. authorities also say speed may also be a factor. a car salesman in hayward is still in disbelief after a man posing as potential buyer

drove off the lot in a luxury suv. the man and a friend walked on to the lot of empire auto sunday afternoon and said they were interested in a 2004 range rover and want today take it for a test driver. the salesman said he asked for a driver's license, and when one of the men walked out to get away, the other man shoved him, jumped in the suv and sped off. >> i actually tried to go after them. i grabbed the key from this car and i tried to chase them, and then i said it's not safe. >> the salesman was not seriously hurt. the $17,000 range rover is gray in color and has a dealer plate on the front. a federal report says the commission planning to revoke city college of san fransisco's accreditation should be given one year to fix its own problems. the department of education reports the accrediting commission violated regulations in its review of city college. it says the commission failed to get enough educators on its evaluation team as required. the report does not however recommend taking away the commission's authority. city college stands to lose its accreditation at the end of

july. first there was black friday. then there was cyber monday. now there is giving tuesday. giving tuesday was created last year at a ymca in new york city. it's a campaign to create a national day of giving at the start of the holiday season. the idea is to set aside a day for people to give back to their communities either with donations or volunteering. this year more than 7500 groups will be taking part including san jose based ebay. time now 4:47. and a walnut creek business is being forced to close its doors after 26 years in business right at the height of the holiday shopping season. the owner of yogurt park says he's one of many tenants in the portion of broadway plaza known as the back 40, that will have to move out by the end of january. these buildings are coming down as part of a massive two-year renovation project. >> it's heartbreaking, not only for me but for all the customers we've had through the years, and all of my employees. >> the city says the makeover

he puts everybody else before him and in this time and age some people don't do that. >> kind words to describe a retired san fransisco fire captain who will be laid to rest today. 63-year-old daniel armenta died from a rare cancer last week. he retired in june of 2011 after a career of more than 30

years as a firefighter. he worked as fire station 1 for the last decade of his career. five other firefighters from that fire station have also been diagnosed with the same form of cancer, which is typically associated with exposure to smoke. his funeral will be held at 11:00 this morning. meantime members of the san fransisco police department are also mourning the loss of a former colleague. retired police spokesman nevell gettens passed away. the current spokesman for the department says he had been battling cancer for several years. the death of a child hit in a crosswalk has made a push for major street changes in downtown san jose. more than 100 people attended a vigil for 3-year-old elijah alvetry who was hit and killed in his stroller more than a week ago. people living nearby saying the vine one way corridors in and out of downtown move too fast and would be safer if they were converted to two-way streets.

there have been 24 pedestrian deaths in san jose this year alone. that's the highest number in almost ten years. the pilot who was guiding the oil tanker when it crashed into the bay bridge is not getting his merchant marine license back anytime soon. captain john coda sued the coast guard after it refuse today renew his license. he served a 10 month prison sentence for the 2007cosco busan disaster. he no longer has a pilots license. a mariner's license would have allowed him to work as captain or first mate. sfo is putting the finishing touches on a new boarding area in terminal 3. we got an up close look at the $137 million renovation project. boarding area e used to be small and cramped with low ceilings but designers added more seating, high-tech

lighting, retail shops and larger windows. boarding area e is set to reopen on january 28th of next year and will house ten gates for united airlines. today's san fransisco international airport will release more information about its new special dogs program. this week volunteers from the san fransisco spca will begin visiting the airport with eight certified therapy dogs. their purpose is to help soothed frayed nerved of stressed out passengers. the wag brigade wear vests that say pet me. work on the transbay tube that caused delays for late night b.a.r.t. riders is wrapping up six months early. crews began the installation in march. to make the job safe trains were single tracked around the work crews. that caused delays of 15 to 20 minutes for midweek late night service. other phases of the retro fit project include upgrades to 34 stations and 22 miles of elevated track, support columns as well as parking structures. san fransisco giants 3rd base coach tim flanerie is
